Mr. Blenk joined IRI in April 2017 as Safety & Technical Manager working out of the North Asia region. In December 2017, he opened the Busan, Republic of Korea regional office for IRI. For nearly 20 years prior to joining IRI, he was employed by the American Bureau of Shipping (ABS) where he served in various survey, management, and global corporate positions in Asia, the Middle East, and the Americas.  Mr. Blenk also served as a USCG Licensed Engineer on board US flagged merchant vessels. Mr. Blenk holds an Executive Education Degree from Harvard Business School, an M.B.A. from Rutgers Business School, The State University of New Jersey, and holds a B.S. in Marine Engineering from the United States Merchant Marine Academy.




Mr. Bolivar joined IRI in August 2015 as Office Manager for the newly opened office in Manila, Philippines and was promoted to Country Head of the Philippines in 2016. Prior to joining IRI, Mr. Bolivar worked for Navis Maritime Services, Inc., where he served on the Board of Directors and most recently held the position of Senior Executive Vice President and General Manager, where he was responsible for the management of day-to-day administrative operations. Additionally, in this role he oversaw internal and external audits and assisted in the development and implementation of compliance with key corporate, legal, and regulatory requirements. Mr. Bolivar has also held the positions of Director, Corporate Treasurer and Vice President for Administration with Crossbow Outsourcing Inc, Director and Head of Administration at Ulstein Marine Services, AS, and Owner’s Representative and Consultant at Uljanik Plovidba d.d. Mr. Bolivar has also worked as an Executive Assistant to the Owner’s Representative at Stolt-Nielsen Philippines Inc., where he was responsible for the evaluation of cadet performance and crew onboard vessels. Mr. Bolivar is a member of the Philippines Norway Business Council, Filipino Association for Mariners’ Employment, Inc., Philippine Association of Manning Agencies and Shipmanagers, Inc., the International Maritime Association of the Philippines, and the Joint Manning Group.




Captain Chen joined IRI in 2006 as the Chief Representative in Dalian and was promoted to Country Head - China in 2016. Captain Chen brings over 24 years of experience, which includes several years as a Master and over six years as a Vice General Manager. Prior to joining IRI, Captain Chen served as Vice General Manager of China Shipping International Ship Management Co., Ltd. Dalian Branch. He received his Bachelor’s Degree in Navigation from Dalian Maritime University.




Mr. Copley joined IRI in June 2005 as a Nautical Inspector working out of the Hong Kong office part-time. Shortly thereafter, he began working full-time as a Technical Marine Manager and now serves as Fleet Operations Manager for Asia. He attended the School of Navigation in Southampton, U.K. and has over forty years of experience in the maritime industry both at sea and ashore. His career began with H. Hogarth & Sons as an Apprentice until his promotion to Second Deck Officer aboard bulk and general cargo vessels trading worldwide. From there he moved through the ranks of several maritime companies working as a Second Officer, Navigator, Chief Officer and ultimately, Master. In 1988 he began working as Ship Manager/Marine Superintendent and later as Crewing Manager-Philippines for Acomarit Maritime Services. From 1990 forward he has gained tremendous experience in surveying throughout the Far East including vessel condition surveys for leading P&I Clubs, draft surveys, pre-purchase surveys, valuation surveys, collision investigations, heavy lift and project cargo supervision (among others) and has been called as an expert witness in multiple European and Far East arbitrations. He holds a British Master Mariner Foreign Going (Class I) license, is a Member of the Nautical Institute as well as the Society of Consulting Marine Engineers and Ship Surveyors.




Mr. Dias joined IRI in March 2007. He spent most of his seagoing career with Denholm Ship Management Ltd. serving on various vessel types trading worldwide, with multinational crew up to the rank of Chief Engineer. He moved to the position of Technical Superintendent and then Senior Superintendent with Denholm Ship Management Ltd. where he was responsible for the safe operation of various vessels. Mr. Dias was responsible for the technical management of the vessels, as well as investigating accidents and processing insurance claims. He has supervised over 30 dockings in Central and South America, Europe, and Asia including routine repairs, special surveys, life extensions, and modifications to various vessels. Mr. Dias has completed the International Labour Organization’s (ILO’s) course on the “training of trainers and maritime inspectors on the application of the ILO Maritime Labour Convention, 2006” at the ILO International Training Centre in Turin, Italy and he currently serves on the Committee of The Hong Kong Joint Branch of The Royal Institute of Naval Architects and The Institute of Marine Engineering, Science and Technology. Mr. Dias is a registered Chartered Engineer with The Engineering Council, U.K. and was elected Fellow of The Institute of Marine Engineering, Science and Technology in 1995. He holds a Marine Engineer Officer Certificate of Competency Extra First Class, from the Department of Transport U.K.




Captain Kim became IRI’s Representative in Seoul in March 2007. Prior to this, Captain Kim acted in the capacity of a Nautical Inspector and Special Agent for IRI for many years. Captain Kim is the former Managing Director of Korean Adjusters and Surveyors Corporation (KASCO) where he was responsible for the management of operations. His experience also includes ten years of employment with Hyundai Shipping Co. where he acted in the capacity of Branch Manager in their Tokyo and New York offices. Captain Kim received his degree in Nautical Science from the Korean Maritime University in Busan and has completed courses in Chartering Operation in New York and Ship’s Safe Maintenance courses in Busan at the Korean Maritime Training and Research Institute.




Ms. Ng became a member of IRI’s Corporate Department in October of 1999 where she was primarily responsible for promoting corporate business in the Asia Pacific regions. In August 2004 she was appointed General Manager of IRI’s Hong Kong office responsible for the day-to-day operations of the office. In November 2005 she was promoted to Managing Director of International Registries (Far East) Ltd. and is responsible for the company’s maritime and corporate registry business in the Asian region. She is based in Hong Kong. Ms. Ng graduated from the University of British Columbia, Canada with a Bachelor of Arts in Economics. She is a member of the Women’s International Shipping and Trading Association (WISTA).




Mr. Okamoto joined IRI in 2007 as Representative of the Tokyo office. In this capacity, he is authorized to act on the Registry’s behalf in connection with the registration and documentation of vessels, the recordation of ship mortgage instruments in relation thereto, and the authentication and verification of marine documents and certificates and most importantly, to provide timely technical support including issuance of provisional seafarer certificates, exemption certificates and crew dispensation. Mr. Okamoto has had an extensive career in the maritime industry that includes substantial work in shipbuilding and design. As the former President of Marine Bureau, Inc. (MBI), he has initiated many proactive safety and security policies and regulations during his tenure and is a consultant to the Japanese Shipowners Panamanian Fleet Operation. Mr. Okamoto’s previous experience includes assignments as a Surveyor for Lloyd’s Register of Shipping where he gained practical and regional office expertise, including the parameters of ship design approval. He also has comprehensive knowledge of International Maritime Organization (IMO) and the International Labor Organization (ILO) conventions




Mr. Porter joined IRI’s Hong Kong office in December 2013 as Business Development Manager. He began his career in the banking industry, working on the Ship Finance team of the Bank of Ireland as a Relationship Manager for six years before moving on to various business development roles with Maritime Cook Islands, the Irish Maritime Development Office, and JLJ Maritime Hong Kong Ltd. Mr. Porter graduated from the University of Auckland with a Bachelor of Commerce, double majoring in Commercial Law and Business Management.




Shawn Tan joined the IRI group of companies during the spring of 2006 as Country Manager of the Singapore office. Mr. Tan is a former senior executive at IMC Shipping Company Pte. Ltd. He received his diploma in Nautical Studies from Singapore Polytechnic and has completed several safety courses throughout his career.
